Description

This database is a general purpose emission factor database, published and maintained by the stichting Klimaatvriendelijk Aanbesteden & Ondernemen (SKAO). Initially to support the CO₂ Performance Ladder (CO₂-Prestatieladder) framework, but with a wider application domain.


This dataset uses the NL factors (www.co2emissiefactoren.nl) as its main source, and extends this with BE factors (www.co2emissiefactoren.be) where these factors have additional value. Contradicting BE factors to NL factors were left out.


Other organizations involved in the project: Milieu Centraal, Stimular, Connekt and Rijkswaterstaat (NL) and Benor (BE).

Note that values are based on the spreadsheet values as they are downloaded. These can sometimes slightly differ from the website values in the last digits.

Methodology readout notes

General Methodology

The dataset was sourced directly from CO₂-emissiefactoren.nl, using the official spreadsheet format.

Values were read as CO₂-equivalent, the biogenic component was mapped to gross biogenic emission separately. The emission stages were mapped separately (TTW = combustion, WTT =upstream generation)  

Energy conversion values were read out and mapped to the Carbon+Alt+Delete Energy (kWh) factor.

Where needed, the relevant conversion factors were applied.

Expected update dates will be added later.

Data considerations and notes

General content notes

  • There is no fossil GHG split in the source available
  • No split between WTT and T&D for electricity available, generation and transmission and distribution emissions are summed up in the Generation stage.
  • Factors that were contradicting the NL factors in the BE factors dataset were left out.

  • For BE factors, location-based electricity was approximated with unknown source

Important methodological changes

For all NL factors in reporting years 2024 and 2025, the biogenic CO2 component is now available in Carbon+Alt+Delete for all fuels of biogenic origin.


The following emission factors were discontinued by the source and should no longer be selected for new projects:

  • Benzine Klein / Groot / Hybride
  • Diesel Klein / Groot / Hybride
  • LPG Klein / Groot
  • Biodiesel FAME 100% Gemiddeld
  • CNG/Aardgas Klein / Groot

Factor changes with CADv2025

Significant changes include in CADv2025 for reporting year 2025:

  • Gemiddede warmtenetten Nederland: +53.4%
  • Restwarmte zonder bijstook Nederland: +17% (+28% in lifecycle form)
  • Nederland Grijze stroom: +7%
  • Batterij/elektrisch (grijze stroom): +4%
  • Auto benzine: -4%
  • Belgie Grijze stroom: -0.5%
  • Batterij/elektrisch (groene stroom): Generation emissions from 0.0030 to 0
