OCCC v2026 - methodology

Publisher OCCC
Full name OCCC - L'Oficina Catalana de Canvi Climàtic
Description This database is published by L'Oficina Catalana de Canvi Climàtic (OCCC). The calculator is useful for public administrations, companies, associations, and citizens in general. It is the recommended tool for preparing the GHG emissions inventory of organizations adhering to the Program of Voluntary Agreements for the Reduction of GHG Emissions. This dataset was compiled in Carbon+Alt+Delete by a community effort.

Methodology readout notes

Emission factors are provided at the country or regional level (Catalonia, Spain).
Data is available for the reporting period [2026]. Note that a 1-year time shift is applied: data published covering the year Y is applied in Carbon+Alt+Delete for reporting periods covering the year Y+1. This minimises recalculation of historical emission results and is consistent with all other databases.
For location-based electricity, the same approach as MITERD is followed. The location-based emission factor for Spain is sourced from Red Eléctrica de España (REE), the Spanish transmission system operator, via its published CO₂ emissions data for non-renewable generation: https://www.ree.es/es/datos/generacion/no-renovables-detalle-emisiones-CO2.

Carbon+Alt+Delete uses the value for the Spanish mainland ("Peninsular"). The non-peninsular systems (the Balearic and Canary Islands, Ceuta, and Melilla) are excluded because they operate as separate electrical systems with distinct generation mixes.

Data considerations and notes

  • The "Vehicle Elèctric" (electric vehicle) table is not included, because OCCC does not provide emission factors for it. It provides an average electricity consumption per vehicle instead.
  • Fuel prices (€/litre) published by OCCC are not included, as they are not emission factors.
  • Location-based electricity factors are taken from REE (Peninsular system) rather than from OCCC. See the methodology readout notes above.
  • WTT factors are not published by OCC. Therefore the following assumption is applied
